In 1992, the federal Rehabilitation Act Amendments gave SILC in each state co-signing authority on the federally-mandated State Plan for Independent Living (SPIL). In Pennsylvania, PA SILC has co-signing authority with the Office of Vocational Rehabilitation within the Department of Labor and Industry.
The State Plan for Independent Living is created every three years and determines how Independent Living funds are spent. To help guide this policy, the PA SILC solicits continual public feedback on the effectiveness of independent living services and the changing needs of the community.
