| Identify and describe baseline Personal Assistance Services (PAS) currently available |
| Identify baseline strength of presence of the disability community at meetings related to the development and provision of PAS in the Commonwealth |
| Identify potential partners, including people with disabilities, in the planning and development of future PAS programming |
| Compile and analyze current documents of the Stakeholders' Planning Team (SPT) and the Community Living Advisory Committee (CLAC), and others identifying common recommendations |
| Develop a plan for policy change based on the recommendations and SILC support developed in Action Step #4. |
| Formally present that plan to the Governor |
| Disseminate the plan to policy makers in legislative and administrative branches of the government |
| Coordinate with SWAT, CILs, and ADAPT specific activities to emphasize the plan |
| Advocate for state and federal legislation that promotes effective self-directed PAS based on the principles & concepts of MiCASSA |
| Create an inventory of tools for people with disabilities regarding hiring and directing PCAs |
| Advocate for increased wages and benefits for PCAs including the exploration of the unionization of PCAs |

| Advocate for all home and community based waivers and Act 150 will have transition dollars in them |
| Advocate in partnership with the network of CILs, the SWATCOs, RATs, and to amend the Medicaid State Plan to include the personal care option |
| Work with organizations including but not limited to the Pennsylvania Housing Finance Agency to establish a fund for CILs to access when transitioning people out of institutions |
| Advocate for the passage of MiCASSA and Money Follows the Person legislation |
| Work with the network of CILs and the SWAT to develop a mechanism for money follows the person legislation in the Commonwealth of PA |
| Negotiate with the Department of Public Welfare, the Pennsylvania Department of Aging, the Office of Health Care Reform and the Inter-Governmental Council on Long Term Care to include CILs in the service delivery process of transitioning to the community from institutions |
| Support emerging initiatives leading to deinstitutionalization as leadership and resources become available |
